On 7 May we gained agreement from the UK Statistics Authority for accessing our Secure Lab from home for selected projects using ONS Secure Access data. This necessitates tighter restrictions and requires a separate application process.

The measures mitigate against the additional risks posed by people working outside their institutional environment and provide assurance to data owners. This applies only to the current temporary lockdown period where users are unable to travel to their work site.

Users of ONS data will need to submit an application for temporary home-working access for each project (Step 1). Requests will be considered regularly by ONS and the secretariat of the Research Accreditation Panel (RAP). Each application will need to demonstrate how it is meeting both sets of criteria around the A. Purpose of project and B. Urgency and timescales.

Once the application for home-working has been approved, users need to compile evidence and then complete an additional agreement for ONS home working (Steps 2 and 3). Not only must evidence be supplied around technical set ups, but the machine used at home (used to remotely connect to the user's UK Data Service approved work machine) must be organisational/institutionally provided. At present, there are no alternatives other than users going to their workplace to access their computers as usual.

The ONS datasets are listed below. Use of data from home not listed below will constitute a breach of the agreement. 

Users who breach the agreement will face a ban for a minimum of six months from using any data provided by the UK Data Service. 

Important note: The home working agreement should not be used for any project using non-ONS Secure Access data in the Secure Lab. This has a separate access protocol see: Secure Access additional agreement: COVID-19 temporary home-working (Non-ONS data).


1. Submit temporary home-working access project proposals to ONS via using this form.

2. Start to prepare evidence listed:

  • screenshots of the following from your home device:
    • the web page at:
    • for Windows, the output of running the command “ipconfig /all” in Command Prompt, or for Mac/Linux, the output of running the command "ifconfig -a" in Terminal
  • a description and evidence of your approved VPN, provided by your institution’s IT support department - this must include type of VPN; authentication technology used; what kind of measures are in place to prevent and detect unauthorised access attempts, and what measures are in place to check compliance of endpoints connecting to the VPN.
  • written confirmation from your IT support department that any information security incidents involving your actions, the VPN, or your office or home PC will be reported to the UK Data Service.
  • screenshots of the operating system and antivirus update status of your device that verify the device is receiving regular updates.

3. Only when 1. is approved and 2. is ready to submit, should you then complete the Secure Access additional agreement: COVID-19 temporary home working for ONS data.
